Standards are references, not certificates. A product can cite a standard without holding a certificate to it; the certificate scope is checked separately.

How to read a claim
“Designed to IEC 60598” is a design statement. “Certified to IEC 60598 by [issuer]” is a certificate statement and needs an issuer, number, validity and model scope. Ask which one applies.
